What you need to know about COVID-19 testing
and regional travel requirements

Requirements for traveling to Kauai

There are three ways to enter Kauai:

  1. U.S. domestic travelers who were fully vaccinated in the United States or U.S. territories can bypass quarantine starting the 15th day after the completion of their vaccination.
  2. Bypass quarantine by taking a pre-travel test
    • The test must be from a State of Hawaii trusted testing and travel partner.
    • The test must be administered no more than 72 hours prior to the scheduled departure time of the final leg to Hawaii.
    • Test results must be received prior to flight departure.
  3. Quarantine: choose not to take a COVID-19 test prior to departure and complete the mandatory 10-day self-quarantine

Vaccinated

The State of Hawaii is allowing quarantine exemptions for U.S. domestic travelers who have been fully vaccinated in the United States or U.S. territories. Fully vaccinated is defined as 15 days after receiving the last recommended dose.

Safe Travels is a website managed by the State of Hawaii that helps you document and manage your Hawaii travel and health information. Create an account (or sign in) and add trip information for each leg of your trip. You’ll need your flight and lodging information to complete the process.

Each traveler 18 years or older will need to create their own account. Minors can be added to an adult’s account.

After creating your Safe Travels account and adding your trip information, select the Apply for Exemption/Exception from Quarantine section, then the COVID Vaccine Exception option. Upload a good quality PDF or JPG of a properly filled CDC Vaccination Record Card to your account. A properly filled card will include your name, birthdate, type of vaccine, date(s) the vaccine was administered and lot number(s) for each vaccine dose.

Vaccinated individuals who did not receive the CDC card or a Vaccination Administration Management System (VAMS) printout must return to the provider that administered their vaccination for a CDC COVID-19 Vaccination Record Card. State or territory Department of Health issued cards will not be accepted.

You will need to show your physical CDC Vaccination Record Card as proof. Alternatively, the State of Hawaii will accept a printout from the Vaccination Administration Management System (VAMS).

Beginning 24 hours prior to your scheduled departure time, log in to your Safe Travels account once again and complete the State of Hawaii health questionnaire. If you’ve added your trip information, uploaded your vaccination card and completed your questionnaire, you’ll be provided a QR code via email that will be scanned during screening. If you have difficulty uploading your vaccination card, you will still be provided a QR code but will need to bring your physical CDC vaccination record card for verification.

This is an optional step, but one that will help you avoid waiting in line when you arrive in Hawaii. From your departure airport, you’re able to get pre-cleared during check-in or at the gate. A Hawaiian Airlines Guest Services Agent will verify your documents and screen your QR code. Once screened, you’ll be provided a wristband to indicate that you do not need to be screened or quarantined upon arrival in Hawaii.

Traveling with kids?

If you’re traveling with keiki (children), here are a few things to keep in mind:

  • Children two (2) years and older must wear a mask at the airport, while boarding, through the duration of the flight and while deplaning at their destination. Details on acceptable masks can be found here.
  • Children under the age of 18 do not need to have their own Safe Travels accounts; they can be added as minors to an adult’s account in their party.
  • If traveling from the U.S. Mainland to Hawaii, children under the age of five (5) do not need to quarantine or take a pre-travel test.

Review local policies and guidelines

Proof of vaccination is required at many establishments on Oahu and Maui.

Each island will have different requirements, so it is important to review the latest information on local policies and guidelines.

  • Oahu: Effective Sept. 13, the Safe Access Oahu program requires customers of restaurants, bars, gyms, movie theaters, museums, arcades and other similar establishments to show proof of full COVID-19 vaccination or a valid negative COVID-19 test taken within 48 hours prior to entering the business. Children under 12 years old are exempt. Please note that The Plumeria Lounge and HNL Premier Club Lounge are subject to this policy. See full requirements.
  • Maui: Effective Sept. 15, all bars and restaurants are required to ensure that all customers who wish to dine indoors are fully vaccinated. Children under 12 years old are exempt. Please note that the OGG Premier Club Lounge is subject to this policy See full requirements (page 11).
  • Hawaii Island
  • Kauai

Non-vaccinated

If you're not vaccinated, you’re able to enter Hawaii without having to quarantine if you have a negative COVID-19 test result.

Guidelines:

  • Your COVID-19 test must be performed by a Hawaii state-approved test provider.
  • You must receive your negative test result before boarding your final flight to Hawaii.
  • Every individual 5 years of age or older will need to take a COVID-19 test.
  • Children 4 years of age and younger (on the date of your flight) are exempt from testing and quarantine.

10-day quarantine

If you do not upload a negative COVID-19 test result before boarding your flight, you must self-quarantine for 10 days upon arriving in Hawaii. Learn more.

Make an appointment with a Hawaii state-approved provider in your area as soon as possible, as appointments often fill up quickly.

Confirm the turnaround time for test results as well as the test type (FDA-approved NAAT test processed by a CLIA-certified laboratory) with the test provider. Once confirmed, schedule your appointment for no more than 72 hours before your scheduled flight departure time.

At this point, your Safe Travels account should have already been created and your trip information added. Next, log back into your Safe Travels account and select the Apply for Exemption/Exception from Quarantine section, then the COVID NAAT/PCR Test Exception option. Upload the negative test result PDF you received from your test provider.

When you receive your negative test result, we recommend printing a copy and packing it in your carry-on bag. You may be asked to show a printed copy of your test result during the screening process.

Returning to Oakland

It is not required to quarantine or take a COVID-19 test to enter Oakland (Alameda County); One form per adult however, the State of California has outlined travel recommendations here.


Traveling to another island during your stay in Hawaii?

There are no entry requirements for travel between the Hawaiian Islands. Once you’ve completed your State of Hawaii Safe Travels program requirements to bypass quarantine when entering Hawaii from another state or country, you do not need to complete a pre-travel test or create a trip within Safe Travels in order to travel between the Islands.
